This thread is resolved. Here is a description of the problem and solution.

Problem:
The client was unable to translate some text on the WooCommerce checkout page using WPML. Despite adding XML to the custom XML configuration setting as suggested by other tickets, the issue persisted. Some text was not found in the string translator, and some translated text still appeared in English.
Solution:
We accessed the staging site and created a new Cart page using the WooCommerce shortcode

[woocommerce_cart]

, which resolved the translation issue for the Cart page. For the checkout page, we identified and corrected the use of an incorrect shortcode. We recommend the client to verify the changes on the French checkout page.

This time I was able to access the staging site.

I created a new Cart page using the Woocommerce shortcode ([woocommerce_cart]) and now you can see it translates correctly: hidden link

I see that the text is translated now on the cart page. I'm still getting the issue where it's looping when trying to checkout. Is that related to being on the staging site or a different issue?

I don't understand what you mean by 'looping'. Can you elaborate so I can have a better understanding?

What I meant was it was reloading the page and not taking me to the checkout. That's not happening anymore but now the checkout is never loading and only shows my cart.

The attached screenshot is what the checkout page shows. I don't see the checkout or is there a button to take me to the checkout page.

Thanks for updating the plugins. I checked the checkout page and found that it used the wrong shortcode, so I fixed it.

Please check the hidden link">French checkout page and let me know if it works as expected.
