3) Then make sure you can access the file from all the domains like the following

The header is created using elementor and I see elementor template is set to not-translatable, setting it to translatable fixed the issue for you.
You can go to WPML->Settings->post type translations and set "My Templates (elementor_library)" to Translatable - use translation if available or fallback to default language
