This thread is resolved. Here is a description of the problem and solution.

Problem:
The client wants to translate WP forms but doesn't see the option in the dropdown, even though they are following the guide on creating multilingual forms using WPForms and WPML and have both plugins installed.

Solution:
We requested temporary access to the client's site to investigate the issue further. We reminded the client to back up their site before providing access, as per our Privacy and Security Policy. After gaining access and reviewing the site, we suggested that the issue might be because the forms were created before setting up WPForms Multilingual. We recommended following the steps provided in an existing support ticket: https://wpml.org/forums/topic/missing-wpforms-in-translation-management/#post-14586793.

If this solution doesn't look relevant, please open a new support ticket in our support forum.

I want to translate WP forms.

I don't see it as an option on the dropdown.

(following this guide: https://wpml.org/documentation/related-projects/creating-multilingual-forms-using-wpforms-and-wpml/)

I have both plugins too.

Our Debugging Procedures

I will be checking various settings in the backend to see if the issue can be resolved. Although I won't be making changes that affect the live site, it is still good practice to backup the site before providing us access. In the event that we do need to debug the site further, I will duplicate the site and work in a separate, local development environment to avoid affecting the live site.

I can confirm that I was able to log in successfully.

I think there is a chance that these forms were created before setting up WPForms Multilingual.

Can you please try the steps in this other existing ticket (https://wpml.org/forums/topic/missing-wpforms-in-translation-management/#post-14586793) and see if that resolves the issue for you?
