We are noticing an issue where multiple revisions are created upon updating a translation. In the revisions we see:

One revision without an user - This revisions contains the correct translation
One revision with user - This revision contains the old content of the original language (not translated)
One revision with user in the correct language → This final revision seems to contain the correct data and has an user connected

We took these steps to replicate:
1. Create a page/post and create translations for this page/post
2. Update the original page/post
3. Click the "Update X translation" - Where X is the language of the translation. For example "Netherlands".
4. Translating the page/post via the WPML translation editor and clicking Complete.
5. Checking the revisions of the translated page/post.
