Background of the issue:
I am working on a site under development and trying to use Elementor with WPML Multilingual CMS plugin. Elementor Version: 3.27.2, WPML Multilingual CMS: 4.6.13.

Symptoms:
Elementor's widget area is not loading when the WPML Multilingual CMS plugin is active. When I deactivate WPML, Elementor loads fine.

Questions:
Why is Elementor's widget area not loading when WPML is active?
How can I resolve the conflict between WPML and Elementor?
