This thread is resolved. Here is a description of the problem and solution.

Problem:
You purchased the WPML but are unable to install it on your website because the WPML plugin cannot connect to wpml.org. This issue is likely due to network or security settings preventing outgoing communication to wpml.org.
Solution:
We recommend you try the following steps:
1. Log into your account on wpml.org and delete all old site keys.
2. In your WordPress dashboard, navigate to Plugins → Add New, and click on the Commercial tab. Then, click "Unregister WPML from this site."
3. Once the page reloads, click on "Register WPML." A prompt will appear asking you to enter the new site key. Click on "Get a key for this site."
4. In your WPML account, complete the site key wizard and ensure you select "Production site."
5. Finally, copy your new site key and paste it into the Commercial tab.

Background of the issue:
I purchased the WPML $199 package yesterday but it won't install to my website sinotrukparts.com. WPML needs to connect to its server to check for new releases and security updates.

Symptoms:
WPML plugin cannot connect to wpml.org. Something in the network or security settings is preventing this.

Questions:
How can I allow outgoing communication to wpml.org to resolve the connection issue?

Does anyone have an answer? I'm very anxious, maybe because I used the KEY for WPML once before, so now when I install it again it says I can't connect. Thanks!

I'm sorry that you encountered trouble with this.

Have you tried temporarily disabling all your plugins except for WPML? Does the same issue persist?

Please remember to back up your database before you proceed.

Thank you for your reply, the problem may be because I have purchased and activated the KEY for WPML before, and now purchasing and installing it again shows that the KEY can't be activated, how do I delete all the WPML files that I have previously installed in wordpress, including how do I delete the files that I have previously translated? Please help me to delete, thanks!

Problem solved, thank you very much, the problem was that I needed to re-register the KEY for WPML on my site, thanks!
