This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is trying to set up WPML on a site that is not yet in public DNS, using the hosts file of Windows OS. They encountered issues with CRON jobs not running when switching from the staging to the main install, and the solution on the staging site did not work on the main site.
Solution:
We recommend completing the WPML setup without installing the WPML String Translation plugin first. After that, navigate to Plugins > Add new > Commercial and install WPML String Translation from there. Alternatively, you can manually install it by downloading the plugin from your WPML.org account and then uploading the zip file via Plugins > Add new > Upload. Remember to activate the plugin after installation.

Tell us what you are trying to do?
My site is not yet in public DNS. Using hosts file of Windows OS.

Is there any documentation that you are following?
Just HPML Setup helper. On staging site it worked correctly.

Is there a similar example that we can see?

What is the link to your site?

Hi there.

As things worked fine on the staging environment, my guess is that this issue might be related to the local environment settings.

My recommendation is to try to finish the setup without installing WPML String Translation and then go to Plugins > Add new > Commercial > and install it from there or download it from your WPML.org account here (http://wpml.org/account/downloads/) and install it manually on the site (Plugins > Add new > Upload > upload the downloaded zip file and install it + activate it).

Solution was manual install of plugins. Problem was not running CRON jobs when switched from staging to main install, cron jobs were limited.
