This thread is resolved. Here is a description of the problem and solution.

Problem:
The client created a staging site using WPVivid and noticed that the translation settings for Forum/Topic/Reply defaulted to not translatable. They were curious why this happened and how to ensure these settings are retained during staging setups.
Solution:
We suspect that something might have gone wrong during the migration process, which should not normally occur if everything was correctly migrated. To avoid such issues in the future, we recommend using the Duplicator plugin for migrating your site. This plugin should handle the URL-replacing process effectively and migrate all data without issues.

After migration, remember to register WPML on your new site and enter the new key. You can manage your sites and keys by logging into your WPML account and navigating to the "Sites" page at https://wpml.org/account/sites/

Background of the issue:
I made a staging site with WPVivid on the subdomain staging.true-table.com. When done it asked me to setup WPLM again. Everything was fine except Translation settings for Forum/Topic/Reply.

Symptoms:
Translation settings for Forum/Topic/Reply were set to not translatable. I changed it to translatable and everything works fine now.

Questions:
Why did the Translation settings for Forum/Topic/Reply default to not translatable?
Is there a way to ensure these settings are retained during staging setup?

Something might have gone wrong in the migration process, that shouldn't normally happen if everything was correctly migrated over. I'm happy however to hear that you managed to fix that.

For migrating your site, our recommendation is to use the following plugin:

This plugin should easily take care of the URL-replacing process and should migrate all the data.

After migration, register WPML in your new site and enter the new key:
Please Login to your WPML account >> go to the "Sites" page (https://wpml.org/account/sites/) >> Remove your old site / domain from there >> and add your new site >> it will give you a new key which you can add back in your site in Plugins > Add new > Commercial.
