This thread is resolved. Here is a description of the problem and solution.

Problem:
After your hosting provider updated the server, your site cannot connect to https://api.wpml.org/. You encounter a cURL error indicating that the connection to api.wpml.org port 443 was refused. This issue prevents WPML from checking for new releases and security updates.
Solution:
We recommend contacting your hosting provider to ensure that the

httpd_can_network_connect

module is enabled on your server. This module is crucial for allowing httpd connections, which are necessary for your site to communicate with WPML's servers.

If this solution does not resolve your issue or seems irrelevant due to being outdated or not applicable to your case, please open a new support ticket. We also highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Our systems team it is reviewing the problem.

Could you give me permission to install the plugin Check Conflicts in order to deactivate plugins without affecting your site?

And also, could you give me permission to install File manager plugin to have access to wp-config.php?

Hi there!

I got an answer from the systems team.

We aren't blocking any connections from this client's server so all their sites should be able to connect.

Given that the issue occured after they changed servers then it is highly likely that the issue is from your server end. It can be a case where one or more modules on this new server has not been enabled.

They recommend to get in touch with your hosting provider to check and ensure that the httpd_can_network_connect module is enabled and active. This essentially allows the httpd connections to be established from his website.
