We placed the wpml key in the wp-config using the define( 'OTGS_INSTALLER_SITE_KEY_WPML', 'WPML-KEY' ); however when we go to the site it is still prompting us to place the key.

When we checked the installer log we are getting this error:
Your site can't communicate with hidden link. Code 403.

This is not the only site that is encountering this issue. Other Examples of websites that are unable to connect with the WPML api are hidden link, hidden link, hidden link

I recommend that you take a look first at my colleague's response here:

That's a similar ticket with the exact error that you are seeing.

Please translate his answer to english and see if that helps you fix this.

If you try all the steps there and you are still getting that error, there's a chance that the IP of your server is blocked by our System due to specific reasons and our Systems team will need to investigate more on this matter.

Hi,

So after trying the steps mentioned, the issue still persists. I would like to also let you know that this is happening on all our 200 sites as we have a platform that is hosted on azure. The outbound addresses are the following:

I'm back with news.

Those sites were blocked because they were sending too many requests (hundreds/second) to our API, this usually indicates they are using old versions of our plugins.

We will remove the block, but please know that our firewall will automatically block the sites again in case their sites flood our API servers again (ie. the plugins were not updated properly).
