This thread is resolved. Here is a description of the problem and solution.

Problem:
You are trying to translate the footer text on your WordPress website using WPML and Elementor, but only the links in the footer have been translated, not the other text.
Solution:
If you are using Elementor templates for your footer, you should translate the Footer template via WPML > Translation Management. For detailed guidance, refer to the documentation on Translating Elementor Templates.
If your footer uses third-party add-ons that are not officially compatible, these might not appear for translation. In such cases, you or the theme author will need to add compatibility code as explained in Registering Custom Elementor Widgets for Translation.
Additionally, if you are using WordPress widgets for the footer, you can translate them as explained in Translating Widgets.

If this solution does not apply to your case because it might be outdated or not relevant, we recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If you still need assistance, please open a new support ticket.

Hello,

I am not sure how you are creating the footer, but since I see you are using Elementor, I suppose you are using Elementor templates.

If so, then you need to translate the Footer template via WPML > Translation Management:

Please note that if you are using not officially compatible 3rd part add-ons they might not show for translation and you/theme author would need to add compatibility code for them as explained here:

If you are using WordPress widgets, you can translate as explained here: https://wpml.org/documentation/getting-started-guide/translating-widgets/

Hope this helps, let me know how it goes and if there is anything else I can do for you.

Regards,
Drazen
