This thread is resolved. Here is a description of the problem and solution.

Problem:
The client needed to roll back translations on their Divi template because unwanted sections were translated. They only wanted to translate pages and blog posts.
Solution:
We explained that once credits are used for translation, they cannot be restored as WPML compensates the translation engine immediately. We asked the client to specify the amount of credits they were expecting to return for Divi library layouts.

this is a dev site to test the plugin and i need to roll it back because it translated pieces of my divi template that i didn't want translated. I only want the pages and blog post to translate. can we roll it back so i can try it again? thanks

i deleted the divi library layouts and the credits aren't returned

Once credits are used for translation, they cannot be restored. This is because WPML immediately compensates the selected translation engine for the translation service.

What amount of credits were you expecting to return (for divi library layouts)?
