This thread is resolved. Here is a description of the problem and solution.
Problem:
The client frequently moves their site between a staging (development) environment and a LIVE environment and inquires whether it is necessary to use a migration code to continue using translation credits when both the original and the copy are at the exact same URL.
Solution:
We recommend using the automatic WPML registration feature for easy moves between production, development, and staging environments, which can be found in our documentation: https://wpml.org/faq/automatic-wpml-registration-using-php-for-easy-moves-between-production-development-and-staging/.
When migrating the site from STAGING to PRODUCTION, on the production site, you should set the live site as the "new" place where the site exists from now on by choosing the "No / I changed the address of the site to this new one" option as shown in our documentation: https://wpml.org/documentation/translating-your-contents/advanced-translation-editor/using-advanced-translation-editor-when-you-move-or-use-a-copy-of-your-site/.
If you do not use credits on staging, there is no need to connect that environment.
