This thread is resolved. Here is a description of the problem and solution.
Problem: The client is unable to install and activate the WPML plugin due to a directory creation error and a file copy issue.
Solution: We recommend manually installing the WPML plugin by following these steps: 1. Download the WPML plugin from our downloads page. 2. Navigate to your website's backend > Plugins > Add New > Upload Plugin, then upload the zip file, install, and activate WPML.
If the above does not work, use cPanel's "File Manager" to: 1. Navigate to the /public_html directory > wp-content > plugins. 2. Upload the zip file downloaded from our site. 3. Extract the zip file in the /plugins directory, which will create a new folder called "sitepress-multilingual-cms". 4. Go to your site's backend > Plugins, where you should see the WPML plugin and be able to activate it. 5. After confirming the plugin is present, delete the .zip file from your hosting via cPanel.
If these steps do not resolve the issue, please open a new support ticket so we can investigate further.

This sounds like there are not enough permissions on the server but no worries.
I recommend that you manually install the plugin.
Please try this instead and let's see if there's any difference:
1. Go here (https://wpml.org/account/downloads/) and download the WPML plugin (click the button at the bottom so that you can manually download the plugin)
2. Go to your website's backend > Plugins > Add new > Upload plugin > upload the zip file, install and activate WPML
See if it works like that.
There is also another alternative but let's see first if the steps I shared above work.
Some things have changed since my first ticket.
Now I can't activate (install it , I do) the OTGS Installer plugin.
I performed the actions you recommended (downloading the plugin directly from https://wpml.org/account/downloads/, up to three times), and it was not possible to activate the OTGS Installer plugin.
This message appears: "Could not copy the file. sitepress-multilingual-cms/vendor/wpml/core-api/core/Entity/LanguageMapping.php"
I have checked the configuration from CPanel, and everything is correct (with maximum levels in some cases).
What else could it be? Would it be helpful if I share access to the WordPress dashboard of the site?
If you have cPanel, you could use the "File Manager" tool to navigate to the /public_home directory > then to the folder that contains the site files > wp-content > plugins > and here, you could upload the zip file that you downloaded from our site (the latest one from here - https://wpml.org/download/wpml-multilingual-cms/?section=changelog) > then, while you are still in the /plugins directory, you could extract the zip and that will create a new folder called "sitepress-multilingual-cms".
This is exactly the folder that contains the main WPML plugin.
This will practically allow you to manually create the plugin folder with the complete set of files needed to run WPML.
After that, you should be able to go to your site's backend > Plugins > and you should see the WPML plugin > and you should be able to activate it.
About the OTGS Installer add-on, let us avoid that for now.
After you see that folder there, you can also delete the .zip file from your hosting via the File Manager tool in cPanel.
Please let me know how that goes.
