I want the Admin user be able to translate all content and then other users will verify the translations.
I have tried to add some translators but I can only set one combination of language with the same source language.
I have tried also without translator but I am getting "unable to assign job to translator" error when I try to translate content from the translation queue.

Please let me know when you go to WPML-> Translation Management-> Translators tab to add the language pairs for your admin account, do you see any errors?
I would need to look closely at your site, so I would need to request temporary access (WP-Admin and FTP) Preferably to a test site where the problem has been replicated.
