This thread is resolved. Here is a description of the problem and solution.

Problem:
The client reported that editors set as both translators and translation managers are incorrectly labeled as 'false' translation managers and are unable to translate WPForms forms. This issue arose after updating to WordPress 6.8.1 and the latest versions of WPML plugins.
Solution:
We investigated the issue and found that the 'false' label appeared because user profile pictures were disabled on the site. We provided two options:
1. Ignore the 'false' label.
2. Enable user profile pictures to resolve the labeling issue.
For the inability to translate WPForms forms, it was determined that this issue was not related to WPML. We recommended checking with the theme or other plugins that might be affecting this functionality.

We also advise checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Background of the issue:
I've added editors as both translators and translation managers, but they are labeled as 'false' translation managers. Also, they can't translate WPForms forms.

Why are translation managers labeled as 'false'?

Yes, first name, last name and email are correctly added. We've used WPML for a few years and these editors have been Translation Managers for a while without being labeled as "false". This issue occurred after the latest update to WP 6.8.1 and the latest verions of the WPML plugins.

Theme: TwentyTwentyFour
Plugins: WPML Multilingual CMS and WPML String Translations

Latest versions of WordPress, theme and plugins.

Our 2nd-tier specialist found that the label 'false' is appearing because the site has disabled user profile pictures.

Here you have two options:
- Ignore the false label
- Enable the user profile pictures

Thanks! We can ignore it as a "false negative" but just out of curiosity, can you see how the profile pictures are disabled? It's not anything we've done with intent.

Our second-tier specialists have reviewed the issue but couldn't identify any WPML-related cause for the user avatars being disabled. Since this functionality falls outside of what WPML handles, we recommend checking with the theme or other plugins that might be affecting avatar display.
