This thread is resolved. Here is a description of the problem and solution.
Problem: The client is unable to connect existing French pages to their English counterparts on their website. This issue persists even when the 'Connect with Translations' option is missing or the desired page does not appear in the search. These French pages were created before WPML was installed, which might be contributing to the issue.
Solution: We recommend the following steps to resolve the issue: 1. Ensure that the account provided for support has full Admin capabilities to access all WPML settings. 2. Navigate to WPML -> Support -> Troubleshooting. 3. Execute the troubleshooting functions one by one. For guidance, refer to this documentation. 4. Edit the career page in both languages and update it. 5. Check if the issue is resolved.
If this solution does not seem relevant or if you continue to experience difficulties, please open a new support ticket with us.

My previous ticket was closed before I had a chance to clone the site to give you access to a non-live site.
This was previous issue:
I have a handful of pages in english on the site that do not have the french link at the top to switch to the french version of that page. I understand this is because the site is not connected to a french translation. However we do have the page created in french.
The problem I have is either there is no Connect with Translations option in the language sidebar (most of the pages do not have it), or if it is there, the page I want to connect it to does not come up when I search in the field so I cannot connect it.
The only solution I have found so far is to click duplicate and basically re-do the french page. I am hoping there is a better solution as this causes issues with url and menu.
I have learned that the french pages created were done so before we installed wpml I am not sure if this would be the reason that they will not connect to the english pages.
Thanks for contacting WPML forums support. I'll be glad to help you today.
First of all, sorry for the late reply; it was due to a higher workload. Please give me an example page to check it.
Also, I would need to look closely at your site, so I would need to request temporary access (WP-Admin and FTP) Preferably to a test site where the problem has been replicated.
Your answer will be private, meaning only you and I can access it.
❌ Please backup your database and website ❌
✙ I would need your permission to de-activate and re-activate the Plugins and the Theme and change configurations on the site. This is also a reason the backup is critical.
✙ I also need your permission to take a local copy of your site to debug the issue without affecting your live site.
Some pages are fine and those ones are likely linked already. There are a few that do not have a french translation so the french language option up by the menu does not appear.
I am guessing it is due to those french pages being created manually before we installed the plugin, but I would think that the page search would still find any published page.
The French page is possibilites-demploi and the english is careers is one example of pages I cannot link.
Please see screen shots, the french page does have Connect with Translations link, but the page I want to connect it to does not appear. The page is Careers and if I type Ca, only one option shows and it is not correct.
Screenshots to show the page we want to connect to and also showing how that page is not listed when I start typing the name. I also tried entering the parent page name first to see if the careers (child page) would list, but no.
Thanks for your update. I tried to run the troubleshooting functions, but the provided account doesn't have all Admin capabilities, so I can see full WPML settings. (Kindly check the attached screenshot)
Please edit the account to have full Admin capabilities.
Also, please try the following steps:
1- Go to WPML-> Support-> Troubleshooting
2- Run the functions one by one (Kindly check this hidden link)
3- Edit the career page in both languages and update it
4- Check the issue
