Background of the issue:
I am trying to translate the original English pages on our site into Arabic ones. The issue can be seen on this page: hidden link as well as hidden link
Symptoms:
When I click the plus button to add translation pages, some of them appear as adding a completely new page instead of translating.

Why do some pages appear as new instead of translated when I click the plus button?

1) Take a full backup of your site and database before proceeding. It is highly advised to try these on a dev or staging site first, so your live site isn't compromised.
2) Deactivate all plugins except WPML and String Translation.
3) Switch to a standard theme like 2024 or 2021.
4) Check for the issue if it still happens.

Hi, the issue has been solved. The cause is that the translator for those pages defaults to WordPress and not WPML, so when I click on translate it appeared to add a new page.
