This thread is resolved. Here is a description of the problem and solution.

Problem:
You are trying to assign a user as a translation manager in WPML, but no users appear in the dropdown list.
Solution:
This issue may occur if the users do not have both a first and last name set in their profiles. We recommend you update the user profiles to include both a first and last name. After updating, check if the users now appear in the dropdown for selecting a translation manager.

If this solution does not resolve your issue or seems irrelevant due to it being outdated or not applicable to your case, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If the problem persists, please open a new support ticket.

Background of the issue:
I am trying to make a user a translation manager as described at https://wpml.org/documentation/support/wpml-admin-capabilities/ but no users appear in the dropdown. I tested with the health check and troubleshooting plugin, only the newest WPML and 2025 theme enabled. It seems to be working much better on sites using older WPML.

Symptoms:
No users appear in the dropdown when trying to select a translation manager.

Questions:
Why are no users appearing in the dropdown to select a translation manager?

The issue occurs with users who do not have a first and last name set.

I added a first and last name to a user on the test site, and now the search displays the user correctly.

Please try adding a first and last name to your users and let me know if that resolves the issue on your end.

Did you change anything? Because it is working fine in Chrome now, we get near-instant results when searching. In Firefox it takes about 10 seconds for the results to show up, but I guess that's better than no results.
