I see you have an Agency subscrition. If you will keep only 2 sites registered in your account, the CMS subscription should be OK. You will have to let your current Agency expire and then purchase a new CMS for 79$. I am afraid we don't have any downgrade plans.
About having the renewal discount transferred to your new CMS, I don't think this will be possible, since the discount applies to your current Agency subscription. I will double check with the Systems team and let you know.
On a separate note, take into account that the renewal fee for the Agency is 119$ this year. If you transfer 3 renewals, you will have a discount of 20$*3, and pay 59$ for the renewal fee (119$-60$). This discount will apply in the renewal fee of next year, after your clients have paid for the renewal of their sites. You would keep the Agency, in case you want to register more sites in the future.
If you still prefer to have a CMS subscription, please log in to your account and cancel the upcoming renewal payment for Agency. Afterwards, you will be able to buy a new CMS.
