This thread is resolved. Here is a description of the problem and solution.

Problem:
Translations remain stuck.

Solution:
Check "_elementor_data" settings in WPML -> Settings -> Custom Fields Translation, it should be set to "Copy once" instead of "Translate".

Background of the issue:
I am trying to translate pages using WPML. When I import or use automatic translation, the segments appear translated in the Advanced Translation Editor, but the job status never moves to 'Complete'. The translated page doesn’t appear under its language in the switcher. I have tried clearing the WPML cache, cancelling all in-progress automatic jobs, cancelling pending manual translations, creating a new page for translation, running automatic translation, and making edits directly in the page content before re-sending to translation.

Symptoms:
Translations remain stuck as 'In Progress' and never show up in the language switcher, even though the Advanced Translation Editor shows them as complete. The job status does not change to 'Complete', and the new language does not appear in the switcher.

Questions:
Why does the translation job remain 'In Progress'?
Why doesn't the translated language appear in the language switcher?

I was able to solve the issue by changing the _elementor_data settings. For some reason it was "Translate" but should be "Copy Once"
