Background of the issue:
I am trying to install OTGS Installer as a plugin in WordPress for a site under development. I am following the instructions manual on the WPML downloads page.

Symptoms:
Wordfence is blocking the installation of the plugins, I'm getting 403 Forbidden.

Questions:
Why is Wordfence blocking the installation if I haven't installed it?
How can I successfully install the OTGS Installer plugin?

Thank you for contacting WPML support.

I'll recommend disabling Wordfence temporarily, install/activate WPML plugins and activate Wordfence back again. There are usually false-alarms due to very tight security implementation.
