thanks, I have checked further and it seems you are using some custom code, and theme is not by default theme.
I have re-installed and checked it further with regular theme, since we can support or debug custom code.
I see that when ATE editor opens there is nothing to translate, but that it probably expected since there is not text in the template to translate. You can freely click complete and it saves fine.

This is the regular theme ..... and You did not show the translated page working.
Show me the page working German and Englisch here: hidden link and the case is solved. What You did I already did a hundred times before..... but that does not solve the problem.
Besides, Your solution should solve the "Die Server-IP-Adresse von %26lang%3Dde wurde nicht gefunden." problem.
I am trying to figure out what is wrong here and what is actually the issue, you first said you can not translate, I just showed how you can save the translation and it shows as completed.
1) Now, I need more info, as asked in my previous reply. Can you please let me know what are you expecting to see in the WPML translation editor?
2) Also your theme is not regular it contains custom code added and PHP templates, which is not in a regular theme. I will be checking the issue further with the fresh 2023 theme in the site copy we have.
3) I do not understand what is ""Die Server-IP-Adresse von %26lang%3Dde wurde nicht gefunden." problem." Please share more info and steps on how I can see this issue.
