This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is experiencing 404 errors on their Japanese pages despite having cleared all local WPML tables. They are unable to see the translated version of the page and have identified a persistent pencil icon indicating an unresolved ATE shadow job for post ID 1568.
Solution:
If you're encountering similar issues with 404 errors on your translated pages, we recommend the following steps:
1. Navigate to Pages → All Pages.
2. Switch the language to Japanese.
3. Locate the problematic page and delete it. Additionally, ensure to clear the trash to remove any residual data.

Background of the issue:
I am trying to resolve an issue where I keep getting 404 pages for my Japanese pages. I have fully cleaned all local WPML tables on my site, including no translation jobs remaining, no translation_batches, no _icl_translation_status keys, no _icl_translation_job meta keys, and no ghost entries. However, WPML is still showing a ✏️ pencil icon for post ID 1568 ("aXtion Extreme"). I do not have the "Reset Advanced Translation Editor Jobs" button because I am using WPML Multilingual CMS only. Please force-clear the ATE shadow job for post ID 1568 on your server, so the ✏️ can be cleared. Link to a page where the issue can be seen: hidden link

Symptoms:
I expected to see a translated Japanese version of the page, but instead, I get a 404 page.

Questions:
Why am I getting 404 pages for my Japanese pages?
How can I clear the ATE shadow job for post ID 1568?
