Problem:
The client purchased the wrong product and has not fully activated it yet.
Solution:
If you're experiencing a similar issue where you have purchased the wrong product and have not activated it, we recommend requesting a refund. You can do this by visiting the WPML refund page.

We highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins.
