I imported these pages from a different website, and they are all in the minivans folder. The pages have language identifiers in the URLs but are just in English.

The import process you conducted is not clear to me. It sounds to me like a process that can't work with WPML. What do you mean by importing the pages into a folder called 'minivans'?
