no matter which filtering I use, even when I filter for only English listings, or already translation completed, they cannot be bulk translated (see attachment)
I filter for all types in English, but apparently, some are not originally English. which is why it says:
You can only automatically translate content from your site's default language (English), to your site's other languages. Deselect content in your site's secondary languages to proceed.
How do I fix this?
There is no indication as to which ones are originally English. And the filter does not work apparently.
It is expected that any Translations that are in progress will be canceled if you resend the pages for translations. Also, it is expected that WPML Automatic Translation can only translate contents from your site's default language to secondary languages.
However, it is an issue if the Filter in WPML -> Translation Management is not filtering the contents properly. I see you are using an older version of the WPML plugin. Can you please go to wp-admin -> Plugins -> Add New -> Commercial ( tab ) then click on the "Check for updates" button and update all WPML Plugins to their latest version to see if everything works as expected?
Also, please go to WPML -> Translation Management -> Jobs and cancel any pending translation jobs by clicking on the delete ( bin ) icon for the pages that you are trying to translate again.

I updated the plugins. does WPML not support automatic notification in the top admin bar like other plugins do? I only saw the available update after I followed the steps you mention.
WPML updates should be available in your dashboard updates normally or at wp-admin -> Dashboard -> Updates. However, sometimes you might need to check for updates from wp-admin -> Plugins -> Add New -> Commercial ( tab ) for newly released WPML versions.
To filter any pending translations please:
- Go to wp-admin -> WPML -> Translation Management -> Jobs
- In the "Status" column , click on the filter/funnel icon and select "In progress" and "Needs translation"

so this means, WPML is not 100 % capable to automatically announce updates in the wordpress dashboard, but the best practice would be to regularly check for updates manually. thanks for confirming.
As for the filtering, I think you misunderstood the issue.
As seen in "ate works", when no item is selected, I can still choose translation options.
As you see in "translate in bulk", I set the filter for English, and Not translated, expecting to be able to create these translation from English into new languages in bulk instead of manually.
As you see in "bug", after selecting items from the list, the Translate automatically" option gets greyed out.
This is what I inquired about and would wish to see fixed.
Subash is off and I will take care of this ticket. Currently, the automatic translation feature only supports translating content that has the original language as the site's default language.
It is possible that the original language of a/some listings is not English, please check this screenshot hidden link
You can still send the listings to translation manually and use the button "Translate automatic" when opening the Advanced Translation Editor.
If you are still concerned about this, I would like to request temporary access (wp-admin and FTP) to your site to take a better look at the issue.
