This thread is resolved. Here is a description of the problem and solution.

Problem:
Unable to register WPML.

Solution:
Client was using very older versions of WPML, updating these then clearing caches helped resolve the problem.

Hello,

I do not know what changed in the last 3 hours, but I waas able to update the WPML plugins and everything works fine now.
