This thread is resolved. Here is a description of the problem and solution.
Problem:
The client reported that headings on their website were not being translated into German, despite other content translating correctly. The issue was observed on multiple pages and seemed to be related to a custom text widget created by the Phlox theme, which uses Elementor but was not supported by the older version of WPML.
Solution:
We recommended the client to first create a backup of their website or test the solution on a staging version to avoid disruptions. The steps to resolve the issue include:
1. Navigate to WordPress Dashboard > Plugins > Add new > Commercial (tab).
2. Click the Check for Updates button.
3. Update WPML and its addons.

After updating, the client should:
4. Go to Dashboard > Pages and open the edit screen of the original page.
5. Make a minor edit, such as adding an extra space, and save it.
6. Update the translation to 100% completion by editing again if necessary.
