I'm trying to bulk translate to new languages, but it tells me I can only do so from Spanish which is the primary language. I'd rather do it from Dutch, which is the base language of the website, but because of a transition period we're working on the Spanish live website.
If your site's content is created in Spanish, you can send them for bulk translation only from the Spanish language interface. As per the current workflow, it's not possible to send content for bulk translation from a secondary language. I hope you can understand.

The problem is that, like I said, Dutch is the base language of the website. We've had to move the website to a staging and set Dutch as default there in order to be able to translate.

The 'Base Language" is the main language of the site and in your case, the base language is currently set to Dutch in your staging site. You should be able to bulk translate content from Dutch to other languages.
If it is not happening properly, would you kindly share more details about the problem? If possible, please create a video explaining the problem and share that video in the next response. I will check and guide you accordingly.
