This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is inquiring whether translations made on the main site of a WordPress multisite environment will automatically apply to the child sites, specifically for the 'Manage Consent' button of the CookieYes GDPR plugin.
Solution:
We explained that in a multisite setup, WPML treats each site individually. Therefore, translations made on the main site will not be copied to the child sites. The client will need to translate the strings individually on each of the subsites. If this solution doesn't seem relevant, we recommend opening a new support ticket for further assistance. You can do so by visiting the WPML support forum.

I found this page regarding translating the CookieYes GDPR plugin:

This is an example of a translated page on the main site of the multisite:

-- If you close the cookie bar, you'll see the "Manage Consent" button that appears in its place is translated to "Toestemming beheren" as expected as I made the string translation myself in the admin of the main site.

This is an example of the homepage on a child site:

-- If you close the cookie bar, you'll see the "Manage Consent" button hasn't been translated here.

Am I correct in assuming that I have to translate this for every child site in a multisite environment? That the translations don't "trickle down" from the main site?

I understand what you're looking for. Even if you're in a multisite setup, WPML will act individually on each of the subsites. Translation made on the main site will not be copied to the subsites, Therefore, you need to translate the strings individually on each of your subsites.
