Background of the issue:
I am trying to preview changes for a page, but it either shows live or outdated content, or doesn't work at all. I performed a conflict test on the staging site, and everything works fine when WPML is disabled.

Symptoms:
Previewing changes doesn't work as expected; it shows live or outdated content.

Questions:
Why does previewing changes not work with WPML enabled?
How can I resolve the issue of outdated content being shown during preview?

Yes, the issue was due to the number of revisions for the page. Removing the revisions and previewing it fixed the issue.
