Strange, as we had the menu working like that before with no issues. To be honest, I haven't tested it in a while, but there haven't been any complaints from our client or customers saying this wasn't working.
I have installed our custom pro-carbon theme in the sandbox website but there are some errors occurring because of the lack of other plugins.
Can you please have a look and see what can be done to correct it so I can create the menu?
I'm not sure why the theme is not working. From our side, everything looks good. I remember you said you had a staging version. Since creating local copies failed, can you please send me access to it?

I extensively compared the staging and production version, but couldn't find any relevant differences that could lead to the malfunctioning of the menu. What I noticed that's happening, is not that the links are in English, but the whole menu being pulled is the EN one, and not the DE. The DE menu is being ignored. In this case, please make a full website backup and the following test in production:
1. Delete the DE translation of the mega menu, and create a new one (you don't need to create a full menu, just a placeholder one, to see if that fixes the issue). Since the menu is not showing properly in DE, this shouldn't have any negative impact.
If that does not make any changes, please update the staging version with the current production version, so I can make the necessary tests. Again, locally I couldn't make the copy work, even after several tries. Let me know how it goes.

I haven't tried the recommendation that Lucas described, but I plan to do so this week or next week. I will let you know the result, and if I require more assistance
