This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is unable to unregister WPML from their site and register it with a new site key. Despite resetting WPML completely, deleting relevant options from the database, removing and reinstalling the plugins, and deleting all sites from their WPML account, the old site key reappears and remains registered until 2027.
Solution:
If you're experiencing this issue, we recommend you try the following steps:
1. Take a backup of your site first for safety reasons.
2. Temporarily deactivate the HelloPack Client plugin.
3. Follow these steps to unregister and re-register the WPML plugins:
- Login to your WPML.org account and go to the Sites page: https://wpml.org/account/sites/
- Delete the existing site key by pressing the little trash icon (if the key exists for that site).
- Login to your site and go to the Dashboard >> Plugins >> Add new > Commercial tab and click the Unregister WPML from this site link if that link exists.
- Then click the Register WPML link.
- Click the Get a key for this site link.
- It will generate the Key for your site.
- Copy the key, and paste it back into the input box, and press the Register button.
4. Once done, reactivate the HelloPack Client plugin.

If this solution does not resolve your issue, or if it seems outdated or irrelevant to your case, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Background of the issue:
I am trying to unregister WPML from my site and register it with a new site key. I have reset WPML completely, deleted all otgs_installer and wpml_site_key options from the database, removed the plugins and reinstalled them, and deleted all sites from my WPML account to generate a new key.

Symptoms:
The WPML Commercial screen keeps pulling back the old site key (…UvRp). The old site key reappears automatically, and WPML says it is registered until 2027. I cannot unregister it and cannot use my new site key.

Questions:
Why does the old site key keep reappearing after a full reset?
How can I successfully register WPML with a new site key?
