This thread is resolved. Here is a description of the problem and solution.

Problem:
The client was experiencing an issue with their website not displaying normal French characters, but instead showing HTML strings.
Solution:
We recommended the client to first create a full backup of their website. Then, we advised them to follow the workaround provided on our errata page for issues related to the Divi theme where apostrophes display as HTML entities. You can find the workaround here: https://wpml.org/errata/divi-button-apostrophes-display-as-html-entities/.

Please note that this solution might be irrelevant if it's outdated or not applicable to your case. If after checking the related known issues at https://wpml.org/known-issues/ and confirming that you have the latest versions of themes and plugins installed, the problem persists, we highly recommend you to open a new support ticket. I am trying to: have a website translate in french

I expected to see: normal characters in french

Instead, I got: html strings

This is a known issue, please create a full backup then try the workaround mentioned in the following errata page: https://wpml.org/errata/divi-button-apostrophes-display-as-html-entities/
