Background of the issue:

Note that you can not use "WPML All Import" to create translations or to update existing translations.

This import will only be successful if you import the original content and the translations to a new site.

On my test site, this worked as expected with your import files.

Possible reasons for the issue on your site:

The import will fail if the original content was NOT imported with "WPML All Import".

It seems in your case, the original content already existed on the site and was simply updated with "WP All Import". Is this correct?

Workaround:
Remove the translations and the original pages from the site. Then run complete new imports, creating new original pages and translations.

Now, in your case, there might be another issue, as your original pages are subpages and your imports do not include any hierarchical information. It might even be advisable to also import the post_parent in such a case, by using a custom PHP Snippet:

I just read again my last comment and realized an error.

I wrote "The import will fail if the original content was imported with WPML All Import".

This was supposed to read:
