This thread is resolved. Here is a description of the problem and solution.

Problem:
The client reported an issue with WPML's new address detection when the Object Cache Pro (OCP) plugin is enabled on Pantheon sites. Specifically, the problem occurred when trying to register the site address with WPML.
Solution:
We suggested that the client try using a different domain name than the one that was causing issues (https://wpml-chainalysis.pantheonsite.io/). There seemed to be some problems with the domain's registered sitekey, and using a different domain could resolve the issue.

If you're experiencing a similar issue with WPML's address detection when using the Object Cache Pro plugin on Pantheon, we recommend trying a different domain name to see if that resolves the problem. It's important to note that this solution might be irrelevant if it's outdated or not applicable to your case. If the issue persists, please open a new support ticket. We also highly recommend checking related known issues, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins.

Thank you, Kor. I deleted the "wpml-chainalysis" environment and recreated it from scratch with a new WPML registration key ... but the problem persists.

Can you tell me whether the site key still seems to be missing?

Maybe I can't use "WPML" as the name of the site because maybe the name is reserved within WPML somehow.

This is the problem that I see:

Looks like this site was previously at hidden link and now it’s at hidden link.

Do you still have the same site running at hidden link?

Thanks for your reply. Could you use another domain name other than this one hidden link ? As I've said, there seem to be some issues with this domain's registered sitekey.

Yes, it looks like everything is working as expected when I try a completely new domain.

I tried three other sites with *-chainalysis.pantheonsite.io domains, and the WPML site address registration worked as expected whether or not I was using the OTGS_INSTALLER_SITE_KEY_WPML constant or the Object Cache Pro plugin.

So I think that we can probably close this ticket and chalk this up to some sort of one-time glitch that's specific to wpml-chainalysis.pantheonsite.io.
