This thread is resolved. Here is a description of the problem and solution.
Problem:
The client was unable to find the previous translation management functions in WPML.
Solution:
We advised the client to update WPML and all its add-ons to the latest version (4.9.2) to ensure they are using the most recent features and bug fixes. The latest versions can be downloaded from My Account → Downloads on wpml.org. If updates are not visible in the dashboard, they should navigate to Plugins → Add New → Commercial tab and click “Check for updates”. Additionally, the WPML → Translation Management has been renamed to WPML → Translation Dashboard. If the problem persists after updating, we recommended a specific workaround, which can be found here: https://wpml.org/forums/topic/wpml-plugin-settings-are-missing/#post-16500824. We also advised creating a full backup of the database before proceeding.
Please note that this solution might be outdated or not applicable to your case. We highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If the issue persists, please open a new support ticket at WPML support forum.
