This thread is resolved. Here is a description of the problem and solution.

Problem:
The client was unable to find the previous translation management functions in WPML.
Solution:
We advised the client to update WPML and all its add-ons to the latest version (4.9.2) to ensure they are using the most recent features and bug fixes. The latest versions can be downloaded from My Account → Downloads on wpml.org. If updates are not visible in the dashboard, they should navigate to Plugins → Add New → Commercial tab and click “Check for updates”. Additionally, the WPML → Translation Management has been renamed to WPML → Translation Dashboard. If the problem persists after updating, we recommended a specific workaround, which can be found here: https://wpml.org/forums/topic/wpml-plugin-settings-are-missing/#post-16500824. We also advised creating a full backup of the database before proceeding.

Please note that this solution might be outdated or not applicable to your case. We highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If the issue persists, please open a new support ticket at WPML support forum.

Thank you for your feedback and for sharing the debug information.

I can see that your site is currently using outdated WPML plugins. Please update WPML and all its add-ons to the latest version (4.9.2) to benefit from recent bug fixes and improvements. While this may not necessarily resolve the issue, it’s important that we troubleshoot using the most up-to-date version.

You can download the latest versions from My Account → Downloads on wpml.org. Instructions for updating are available here:
http://wpml.org/faq/install-wpml/

If you don’t see available updates in your dashboard, please go to:
Plugins → Add New → Commercial tab and click “Check for updates”.

Please also note that:
WPML → Translation Management is now renamed to WPML → Translation Dashboard.

If the issue still persists after updating, please try the following workaround:
https://wpml.org/forums/topic/wpml-plugin-settings-are-missing/#post-16500824

Before proceeding, make sure to create a full backup of your database.
