This thread is resolved. Here is a description of the problem and solution.

Problem:
You lost 16000 credits after adding and removing a production site and cannot find the credits anymore.
Solution:
If you're experiencing this issue, it might be due to the automatic translation account ID being reset when WPML is uninstalled or WordPress is reinstalled. We have added the 16k credits back to your WPML.org account. You should now be able to see and assign them to your site by following the steps provided in this documentation: How to Assign Automatic Translation Credits to Your Sites.

If this solution does not apply to your case, or if it seems outdated, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Background of the issue:
I am trying to add credits on my page but lost 16000 credits. I have only 1 page registered as production. The site is under development.

Symptoms:
Lost 16000 credits after adding and removing a production site. Cannot find the credits anymore.

Questions:
Can you check if there is an unassigned webpage with credits?

I'm sorry to hear that you are going through this, and I'm here to help you resolve it.

Those credits probably got stuck.

So, please let me explain why I think this situation with the credits might be happening.

When you initially install and set up WPML, an automatic translation account ID is created.

If you uninstall/reset WPML or reinstall/set WordPress from scratch, a new automatic translation account ID will be generated, and the credits will remain in the old account.

I added the 16k credits back to your WPML.org account, and you should see them here:
http://wpml.org/account/

And you should be able to assign them to your site by following the steps here:
https://wpml.org/documentation/automatic-translation/how-to-assign-automatic-translation-credits-to-your-sites/

Hopefully, you can see the credits now.
