When I view my media library in English, I can see my Image Alt Text.

When I view my media library in Spanish, my Image Alt Text appears blank.

It doesn't appear that my Image Alt Text is translating.

How can I get WPML to see and translate my Image Alt Text?

Is it simple as checking Translate media library texts with posts?

Hello,

If you mark the option "Translate media library texts with posts" then it will allow you to translate the media meta information when translating content with the WPML Translation Editor.

This means, that those images which are part of the content, will be translatable.

Further, you can edit the meta information for any attachment inside the Media Library by switching the language inside the top admin bar or you can use our add-on WPML Media Translation.
