"update" button on elementor and "complete" button on WPML editor is missing - we can no longer make content changes. We have already tried a new browser and different accounts.

I understand the issue you're having. Would you please check what happens if you keep the WPML plugin disabled? If the issue persists even after that, it will mean something else is causing the issue on your site. Kindly check by disabling other plugins except for Elementor. If that solves the issue, starts activating the plugin one by one and continue to check the issue. In this way, you'll be able to pinpoint the plugin responsible for the issue.
Additionally, please also check by Zoom out the browser screen.
