Firstly, please update WPML plugins on your site to the new version (WPML 4.6.6, String Translation 3.2.8) and recheck the slow issue.

If you still want to delete data in Arabic language, please follow the documentation https://wpml.org/documentation/getting-started-guide/language-setup/deleting-languages-and-plugin-data-by-doing-a-wpml-reset-on-your-site/#step-1-remove-the-secondary-languages-and-all-existing-translations

Note: the taxonomy terms should be deleted manually before deactivating a language and ensure you have a full backup of your site before proceeding.
