I put the plugin to download, it took about an hour, I do it all on the local server, how long does it take to download everything?
And is it possible to change the settings of the plugin

Thanks for contacting WPML forums support. I'll be glad to help you today.

1) If the download process is stuck, you can manually install the needed plugins by downloading them and uploading them to your site.

In order to manually install the plugins, please check the following steps:
1- Go to WPML-> Downloads (https://wpml.org/account/downloads/)
2- Click "Download WPML manually"
3- Download the plugins
4- Go to your site's dashboard-> Plugins-> Add New-> Upload
5- Upload the plugins and install it

Kindly let me know if the manual approach worked correctly for you.

2) Could you please share your Debug information with me?
You can read a detailed explanation about it here. (http://wpml.org/faq/provide-debug-information-faster-support)
The debug info will give me much information about how your site is configured.
