This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is unable to use the 'Select items for translation' feature in WPML as the system fails to detect pages and continuously loads items. Additionally, the 'Jobs' tag is not displaying. The client has tried disabling the 'detect untranslated string' option, adding new strings, clearing the WPML cache, and setting language information without success.

Solution:
First, we recommend upgrading your server's PHP and MySQL versions to meet the minimum requirements of WordPress and WPML. WordPress requires at least PHP 7.4 and MySQL 8.0. For more details, see WordPress requirements and WPML requirements.
After upgrading, if the issue persists, especially after changing the IP address of your server, follow these steps:
1. Navigate to Plugins -> Add New -> Commercial in your website.
2. Unregister WPML by clicking the unregister link.
3. Visit WPML account sites and delete the existing site key.
4. Create a new site key.
5. Return to Plugins -> Add New -> Commercial on your website and click the register link to use the new site key.
6. If the problem continues, enable debugging on your site as per the instructions at Debugging WPML and check for any notable errors in the debug.log file.

If these steps do not resolve the issue, we highly recommend checking related known issues at WPML known issues, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Background of the issue:
I am trying to select items for translation in WPML, but the system could not detect pages and keeps loading items. I tried to disable the 'detect untranslated string' option and add a new string to a page, but neither worked. Here is the link to the page where the issue can be seen: hidden link.
and I also did clear the cache in WPML option and Set language information. I could not find "Clear language information and repopulate languages"
BY THE WAY: I did change the ip address of this server.

Symptoms:
The 'Select items for translation' feature could not detect pages and keeps loading items. Additionally, there is no 'Jobs' tag showing. I expected to see a list of all the pages that can be selected to send to translation, but instead, I got an empty result.

Questions:
Why can't the 'Select items for translation' feature detect pages?
Why is there no 'Jobs' tag showing?

Thank you for contacting the support.

Based on your debug information, I see that you're using PHP 7.3 and MySQL 5.5, while WordPress itself requires PHP 7.4 and MySQL 8.0 as minimum, please see https://wordpress.org/about/requirements/ for details. More or less same is the case with WPML, see https://wpml.org/home/minimum-requirements/.

So I'll request upgrading these first hand by checking with your host/service provider.

Additionally, since you've mentioned that you recently changed the IP of the site, although this shouldn't be a problem as long as domain name remains the same. However, for a safe side, after fixing the above mentioned, please try the following (if issue remains the same):

- In your website, go to Plugins -> Add New -> Commercial.
- Unregister WPML by clicking the unregister link.
- Then go to https://wpml.org/account/sites/.
- Delete the existing site key.
- Create a new site key.
- Then go back to Plugins -> Add New -> Commercial on your website.
- Click the register link and use the new sitekey (created above) to register.

And then recheck if it helps.

If it doesn't then please enable debugging in your site. See https://wpml.org/documentation/support/debugging-wpml/ for details. And retry so it reproduces any underlying errors in debug.log file. You can then share any notable recent errors for an understanding.
