I understand you want to install WPML on a new website and you're getting an error message. Did I get that right?

If so, could you please let us know the steps you follow to install the plugin?

You can download the plugins files from your WPML.org account (https://wpml.org/account/downloads/) and install them manually as explained here: https://wpml.org/faq/how-to-manually-install-wordpress-plugins/.
