This thread is resolved. Here is a description of the problem and solution.

Problem:

The client is unable to update WPML because the plugin cannot connect to wpml.org for registration verification. This issue arises from network or security settings blocking communication with wpml.org.

Solution:

If you're experiencing this issue, we recommend you follow these steps after a full site backup (mandatory):

1. Go to your account page at https://wpml.org/account/sites/
2. Delete the existing key for the site.
3. Navigate to Plugins>>Add New>>Commercial tab.
4. Click on "Unregister WPML from this site".
5. Refresh the page.
6. Click on "Get a key for this site".
7. Copy the newly generated code.
8. Return to Plugins>>Add New>>Commercial tab.
9. Register the site with the new key.

Background of the issue:
I am trying to update WPML, but it says I need to register and update. It was registered before.
WPML plugin cannot connect to wpml.org
WPML needs to connect to its server to check for new releases and security updates. Something in the network or security settings is preventing this. Please allow outgoing communication to wpml.org to remove this notice. Need help?

You are using an unregistered version of WPML and are not receiving compatibility and security updates. Register now

Symptoms:
The update fails because of the registration issue, and it gives an error with registration.

Questions:
Why does the update fail due to registration?
How can I resolve the registration error to update WPML?

Please try the following steps to register the site with a new key after a full site backup {mandatory} and make sure you are getting the expected result or not.

- Go to your account page (https://wpml.org/account/sites/)
- Delete the key for the site
- Go to Plugins>>Add New>>Commercial tab
- Click on "Unregister WPML from this site"
- Refresh the page
- Click on "Get a key for this site"
- Copy the newly generated code
- Visit back to Plugins>>Add New>>Commercial tab
- Register the site with the new key

I had to use the Whitelisting of the wpml url. they have been blocked.
