If WPML was previously installed on the site, the OTGS Installer would deactivate automatically. We accessed the client's site backend, confirmed WPML was previously installed, and reinstalled but did not activate the 'WPML Multilingual CMS' plugin, allowing the client to activate it at their convenience. If the plugin called "Multilingual CMS" is active, the OTGS Installer plugin will remain deactivated because the OTGS Installer is just used for installing WPML.
If you did not install WPML already, I would like to request temporary access (wp-admin and FTP) to your site so I can better examine the issue. The needed fields are below the comment area. When you log in to leave your next reply, the information you enter is private, meaning only you and I can see and access it.
Our Debugging Procedures
I will check various settings in the backend to see if the issue can be resolved. Although I won't be making changes that affect the live site, it is still good practice to back up the site before providing us access. In the event that we do need to debug the site further, I will duplicate it and work in a separate, local development environment to avoid affecting the live site.

I was able to log into the backend area of the site and it seems that you already installed WPML on this site in the past so that is probably why the OTGS Installer was automatically deactivating. That plugin works only when you never had WPML installed on a site.
I installed the "WPML Multilingual CMS" plugin for you but I left it deactivated so that you can activate it whenever you want.

Thank so much. I see that WPML is installed now. I have activated it. But what I don't understand is, what I should do for the next step. Is there not some wizard I can use for this?
I expected that the plugin would duplicate all my website pages for the english translation, but that is not done. So I have no idea what I should do now.
