Background of the issue:
I am trying to move our translated Spanish pages to a site that is currently under development. We have tried using various export/import plugins to achieve this. We have also changed all the URLs for our non-translated pages within this staging site.

Symptoms:
Uncertainty about whether translated pages will be lost when pushing the newly developed site to the live domain and reactivating WPML.

Questions:
If we push our newly developed site to our live domain and reactivate WPML, will all of our translated pages be lost?
Is there an activation key we could enter on our staging site to access the translated pages?

You can refer to this documentation https://wpml.org/faq/how-to-remove-the-this-site-is-registered-on-wpml-org-as-a-development-site-notice/ that explains about what you need to do when moving from development to production.

Also, go through this one when the banner appears after migration https://wpml.org/documentation/translating-your-contents/advanced-translation-editor/using-advanced-translation-editor-when-you-move-or-use-a-copy-of-your-site/ .
