This thread is resolved. Here is a description of the problem and solution.

Problem:
The client wants to use a manual translation service for their site and inquired whether WPML can be set to manual translation mode.
Solution:
If you're looking to use manual translation rather than automatic translation in WPML, you need to adjust your settings. Go to WPML > Settings and select "Translate what you choose" instead of "Translate everything". For more detailed guidance on manual translation methods, you can visit Using Different Translation Editors for Different Pages. Additionally, if you want to add a local translator who can handle translation tasks, check out Adding a Translator.

Please note that this solution might be outdated or not applicable to your specific case. We highly recommend checking related known issues at WPML Known Issues, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If the issue persists, please open a new support ticket.

Hi there.

If you don't want to have WPML automatically translate all the site, you need to make sure that inside WPML > Settings > you have set "Translate what you choose" and not "Translate eveything".

Also, there's a manual translation method presented here:
https://wpml.org/documentation/translating-your-contents/using-different-translation-editors-for-different-pages/

You can also add a local translator to the site that you can assign transaltion jobs to:
https://wpml.org/documentation/support/wpml-admin-capabilities/#add-translator

I hope that you will find this information helpful.
