Background of the issue:
I want my translation manager to receive an email notification when a translation is finished, but I cannot choose any user to make as a translation manager. The user I want to receive the email is also a site administrator.

Symptoms:
The list of users to choose as a translation manager comes up empty. It used to work before, but now no emails are being sent to that user when a translation is done.

Questions:
Why can't I choose a user as a translation manager?
Why are no emails being sent to the translation manager when a translation is done?

Welcome to the WPML support forum. Before passing this thread to my colleague, I would like to share some suggestions and possible solutions for the issues you mentioned.

By default, all the admin users will be Translation Managers - https://wpml.org/documentation/support/wpml-admin-capabilities/#add-translation-manager

Please note that now the Translation Manager will not receive the notifications. This is an expected result in the latest version. Please refer to the following errata for more details. Thank you for your understanding.
